4% vs. 6% Property Taxes in Beaufort County, SC: Are You Paying the Correct Amount?
If you own a home in Hilton Head Island, Bluffton, or anywhere in Beaufort County, I have a question for you: When was the last time you checked your property tax assessment?
I know, property taxes aren't exactly the most exciting topic. But this is one of those little details that can make a BIG difference in what you pay each year.
One of the questions I frequently hear from people relocating to the Lowcountry is, "What's the difference between the 4% and 6% property tax rates?"
And even more importantly, "How do I make sure I'm paying the right one?"
Let's break it down!
What's the Difference Between 4% and 6%?
In South Carolina, residential property generally falls into one of two assessment categories:
4% Assessment Ratio — Primary Residence
If you own your home and use it as your legal primary residence, you may qualify for the 4% Legal Residence Special Assessment Ratio.
This typically applies to homeowners who live in their property as their primary residence and meet South Carolina's eligibility requirements.
6% Assessment Ratio — Second Homes and Investment Properties
If your property is a second home, vacation property, or investment property that does not qualify as your legal primary residence, it is generally assessed at 6%.
This includes many vacation homes and rental properties throughout Hilton Head Island and Bluffton.
Here's something important to understand: The 4% and 6% figures are NOT the percentages of your home's value that you pay in property taxes.
They are assessment ratios used to calculate the taxable assessed value of your property. That assessed value is then multiplied by applicable millage rates, with exemptions applied where appropriate.
What Documents Do You Need for the 4% Assessment?
According to the Beaufort County Assessor's Office, applicants should be prepared to provide:
South Carolina driver's license or state-issued identification showing South Carolina residency.
South Carolina vehicle registration for applicable vehicles.
Your most recently filed South Carolina income tax return (SC 1040) or qualifying Social Security benefit statement (SSA-1099).
Trust documents, if your property is owned through a trust.
Additional military documentation, if applicable.
The county generally requires documentation from both the property owner and their spouse, where applicable, and may request additional information.
If you haven't filed your first South Carolina return yet, don't put off applying. Contact the Assessor's Office to determine what you can submit now and what follow-up will be required.
Five Things Every Beaufort County Homeowner Should Check
Whether you've lived here for two months or twenty years, I recommend reviewing these items.
1. Verify Your Property's Assessment Ratio
Look at your property tax bill and confirm whether your property is assessed at 4% or 6%.
If you live in the home as your primary residence and see 6%, it's worth investigating.
You may simply need to apply for the Legal Residence exemption or provide additional documentation.
2. Make Sure Your Property Value Is Accurate
Check the market value and taxable value listed on your property record.
If you've recently purchased your home, keep in mind that a sale can trigger a new assessment for the following tax year.
And if the county's valuation doesn't seem accurate, you may have the right to appeal.
3. Check Your Exemptions
Beyond the 4% Legal Residence assessment, other exemptions may apply.
For example, South Carolina offers a Homestead Exemption for qualifying homeowners who are age 65 or older, legally blind, or permanently and totally disabled, subject to eligibility requirements.
Don't assume these benefits are automatically applied. Verify your eligibility and application status with the appropriate county office.
4. Did You Move Here From Another State?
Make sure your residency documentation reflects your move.
Your driver's license, vehicle registration, and state income tax filing can all be important when establishing South Carolina as your legal residence.
If you still claim a primary residence or homestead benefit in another state, that could raise eligibility questions.
5. Did You Previously Pay 6% When You Qualified for 4%?
You may have options!
Beaufort County has a process for requesting a Legal Residence refund for eligible prior tax years.
You'll need supporting documentation establishing that the property qualified as your legal primary residence during the period in question.
The county will review your eligibility and determine whether a refund is appropriate.
